The Youth Council assists the Tulare County Workforce Investment Board, Inc.(TCWIB)
in developing and recommending local youth employment and training policy and practice. Beyond the practical function of the
Youth Council, however, lies the much broader vision of an integrated youth development system responsive to the needs of
all youth in Tulare County. It is this vision that drives the Council’s work in making connections and linking existing youth
organizations into one system that provides opportunities for all youth to acquire the skills necessary for successful
transition into adulthood, careers and further education and training.
