Beyond the practical function of the Youth Council, however, lies the much broader vision of an integrated youth development system responsive to the needs of all youth in Tulare County. It is this vision that drives the Council’s work in making connections and linking existing youth organizations into one system that provides opportunities for all youth to acquire the skills necessary for successful transition into adulthood, careers and further education and training.                       Mission       The TCWIB Youth Council’s mission is to connect youth with:    1. Educational opportunities;    2. Career and employment opportunities;    3. Opportunities for personal development and leadership; and    4.
